SofM led the development of a business case to support a Government department’s digital strategy.

Situation

A state government agency was at a critical stage in its digital transformation journey. It had previously engaged SofM to design a Business Capability Model (BCM) to define its required technology, data, and insights capabilities, and now needed to secure funding for the enabling technology investments required to transform its maintenance function.

This transformation was part of a broader Digital  initiative transform government services and improve housing provision for citizens.

Challenge

The agency faced several interconnected challenges:

  • Strategic alignment: The transformation had to align seamlessly with the agency’s broader digital transformation of government services and other operational initiatives.
  • Stakeholder buy-in: The business case had to be extensively socialised, and buy-in was required from complex stakeholder groups across multiple government departments.
  • Benefits realisation: The agency had to clearly articulate the benefits of the proposed investments in works management, asset management, renter engagement, and data analytics.

What we did

SofM worked with the client to define the scope and business case for the transformation program working closely with SMEs and business and technology leaders.

We created a robust business case that outlined the strategic importance and benefits and was underpinned by a realistic estimate of the required investment.

The business case was then socialised and reviewed with a complex stakeholder group. As part of this process, SofM facilitated a transformation workshop with over 20 senior leaders and board members to get alignment on the direction of the transformation program and work through how key dependencies would be managed.

Outcome

The business case was a foundational component for the transformation program. The delivery of the program is now underway and is set to significantly improve the agency’s ability to manage housing assets, engage with renters, and leverage data for better decision-making to enhance the quality of housing services provided to citizens.
